What that means is that the shell fabric and the waterproof membrane are effectively one layer, which in practice means that rain cannot penetrate the outer shell. The jacket does not get heavy and the 'cold' patches we all know from riding in rain do not develop. So far so good. But it also means, it is possible to create large venting areas that allow for airflow straight onto the body.
